Tengku Zafrul Aziz, chairman of the Malaysian Investment Development Authority, receives the William “Bill” Seidman Lifetime Leadership Achievement Award for a career spanning nearly three decades across financial services, public policy and national leadership, characterised by banking transformation, crisis stewardship and structural economic and investment reform.

Kuala Lumpur, 13 May 2026 – TAB Global has conferred the William "Bill" Seidman Lifetime Leadership Achievement Award on Tengku Zafrul Aziz, chairman of the Malaysian Investment Development Authority (MIDA) , recognising a lifetime of leadership, institutional impact and public service across financial services, government and national economic development.

He has built a distinguished career spanning nearly three decades across financial services, public policy and national leadership. What sets his career apart is not simply the breadth of roles he has held, but a consistent ability to lead through complexity, drive transformation and deliver measurable, sustained outcomes. 

Restructuring and strengthening a regional banking group

As group CEO of CIMB Group from 2015 to 2020, Tengku Zafrul inherited an institution facing inefficiencies following rapid regional expansion, including a high-cost base, capital pressures and an imbalanced business mix. He introduced the T18 transformation programme, centred on financial discipline and accountability. By 2018, the group achieved all key targets, including a record pre-tax profit, robust return on equity, and improved cost efficiency, alongside strengthened capital ratios. He unified operations across ASEAN, completed the group's presence in all 10 member states, and launched the Philippines' first all-digital bank in 2018.

He subsequently established the Forward23 strategy, embedding digitalisation, sustainability and customer focus into the group's long-term direction, while strengthening CIMB Islamic's position in global Islamic finance.

Managing crisis and restoring economic stability

In March 2020, Tengku Zafrul  entered public service as Malaysia's Minister of Finance just before the COVID-19 lockdown. He initiated and implemented eight stimulus and aid packages in a phased and structured manner, benefiting over 20 million individuals and 2.4 million businesses.

As Coordinating Minister of the National Recovery Plan, he managed a calibrated reopening strategy and tabled national budgets balancing recovery with fiscal discipline. Malaysia's gross domestic product  grew 8.7% in 2022, the highest in ASEAN and the strongest in 22 years, while unemployment declined significantly.

Driving industrial transformation and investment outcomes

From December 2022 to 2025, as Minister of Investment, Trade and Industry, Tengku Zafrul led the New Industrial Master Plan 2030, supported by strategies including the National Semiconductor Strategy and National Industry ESG Framework, forming an integrated industrial upgrading agenda.

Under his leadership, Malaysia  secured record approved investments for three consecutive years, supported by strong implementation outcomes. He also secured improved tariff terms with the United States and advanced ASEAN economic integration.

Sustained leadership in periods of external shock

Since December 2025, Tengku Zafrul has served in his current roles as chairman of MIDA and senior political advisor to the prime minister. Following the West Asia crisis in early 2026 and disruption to global energy supply chains, he has contributed to Malaysia's response through the National Economic Action Council, advising on stabilisation and resilience measures.

His continued role in national crisis response reflects sustained confidence in his judgment and ability to operate effectively under pressure across different contexts.

Contribution beyond formal roles and continued engagement

Beyond formal roles, he has contributed to broader economic and social development. He founded Yayasan TZA, a foundation focused on education, financial literacy and community programmes, and chairs the Southeast Asian Futures Initiative Centre, a think tank supporting policy research and ASEAN cooperation. His engagement extends to academic development through advanced studies and fellowships, reflecting an ongoing commitment to learning and policy depth.

Across every phase of his career, he has demonstrated leadership in navigating complexity, shaping institutions and delivering enduring impact across financial services, public policy and national development.

About the William “Bill” Seidman Lifetime Leadership Achievement Award

The William "Bill" Seidman Lifetime Leadership Achievement Award is named in honour of one of the most consequential figures in modern financial supervision and crisis leadership. Bill Seidman, former chairman of the US Federal Deposit Insurance Corporation, was widely respected for his role in restoring confidence and stability during the American savings and loan crisis, and later served as an advisor to TAB Global.

This award stands apart as a recognition not of a single achievement, but of a lifetime of consequential leadership. It is reserved for individuals whose influence has extended beyond the institutions they led to shape the broader direction, resilience and evolution of financial services itself.
